Synopsis:
   on [#][<mode>]wall [<serial#>] [-|^]<match> { <action> }

Description:
   This hook used to be triggered whenever the client received a WALL
   message.  WALL is no longer in use on any known irc network, and this
   hook is but a relic of days long gone.
